Note as of 2010: The Governor of the State of California, in the

United States of America, Arnold Schwarzenegger and the

Mayor of Sacramento, California, Kevin Johnson have

talked on the issue of SafeGround,

( a recognized land area(s) for the use by, 'The People',

Homeless in need of it), well over a year ago!

~ Both have inferred to promising to try and establish SafeGround. ~

 

Governor, Arnold Schwarzenegger and Mayor Kevin Johnson

know full well that there are not enough public or private shelters for all,

and that all Americans, homeless, and those lacking enough funds for housing

have a basic, unalienable, natural right, at a minimum, to a

safe ground land area, (SafeGround), to sleep, to be, to live on, without the

unnecessary hardship of having to move every 24 hours to another

area behind some bushes or wherever, until they can make

better arraignments, so as to improve their life, but the Orwellian,

Police State, mean spirited edict, so called law, that is shown below,

is allowed to continue by them, and is still the policy,

the so called law, to this very day!!!

Sacramento says:

12.52.030 Unlawful camping.

     It is unlawful and a public nuisance for any person to camp, occupy camp facilities, or use camp paraphernalia in the following areas:

     A.     Any public property; or

     B.     Any private property.

     1.      It is not intended by this section to prohibit overnight camping on private residential property by friends or family of the property owner, so long as the owner consents and the overnight camping is limited to not more than one consecutive night.

     2.      Nothing in this chapter is intended to prohibit or make unlawful, activities of an owner of private property or other lawful user of private property that are normally associated with and incidental to the lawful and authorized use of private property for residential or other purposes; and provided further, nothing is intended to prohibit or make unlawful, activities of a property owner or other lawful user if such activities are expressly authorized by the city’s comprehensive zoning ordinance or other laws, ordinances and regulations.

     3.      The city manager may, as provided in Section 12.52.050 of this chapter, issue a temporary permit to allow camping on public or private property in connection with a special event.

 

 

     A violation of this section is a misdemeanor. In addition to the remedies set forth in Penal Code Section 370, the city attorney may institute civil actions to abate a public nuisance under this chapter. (Prior code § 44.03.007)

The Declaration of Independence, was a declaration, proclamation, and affirmation of their freedom and independence from their present governance. The, {(*People)/*‘British colonists’}, living in America thought that their, Nation/England, and its, (British law makers/Parliament), and, (Sovereign/the King), were making laws that took away too many of their freedoms, earnings, and pursuits of happiness.

People wanted to have a more direct say in the way they were governed.

And the War, (battles with the Government forces and the people questing a better Life, and a more direct say in the way they were governed), began, with people being killed, some to protect the status quo, and others to change it.
